The course program of Traffic Controller Courses is based on the professional standard “Rail Logistics Coordinator” of the European classifier of professions ESCO (European Skills, Competences, Qualifications and Occupations)

Teaching methodology

The training consists of lectures that are held online in ZOOM. For the demonstration of the practical work are used video materials.

Educational materials. Traffic Controller Courses

Each student receives learning materials in PDF Format. The student receives the learning materials after paying for the tuition and crediting the payment to the current account of the education centre. After receiving the payment, the education centre provides the student with access to the personal account. The student’s learning materials are located in the personal account. Video materials are sent in the appropriate video format. The cost of training materials is included in the course price.

Description of the learning environment

Training is conducted online via ZOOM.

Conditions of graduation

The course is considered as completed, after the student has passed all the subjects prescribed in the curriculum, in the amount provided by the curriculum. The exam is conducted in the form of an examination test according to the course program. The exam is counted as passed if the student has completed at least 60% of all tasks of the test. At the end of the course, the student receives a certificate of completion or certificate of attendance of the course.

Documents the student receives

A certificate of completion of the course is issued if the student has attended at least 70% of the classes, completed at least 70% of the homework and independent work and/or passed the course exam. If a student attended less than 70% of classes, completed less than 70% of homework and/or did not pass the course exam, then upon completion of the course he will be issued a certificate of attendance of the course.

The certificate of completion of the course contains the student’s personal data and school data, learning outcomes (knowledge and practical skills that the student has acquired as a result of the training), the scope of the curriculum, the period of study, a list of teachers.

The certificate of attendance of the course contains the student’s personal data, school data, the number of academic hours of study attended by the student, the period of study, a list of teachers.

Both certificates are issued in English.

As a result of passing the traffic controller courses, the student understands the principles of organizing the work of the railway, knows the basic working functions and knows how to perform them. At the end of the course, the student knows the safety requirements in the workplace and will be able to act in emergency situations.

The traffic controller courses are intended for persons with at least secondary education and experience in railway transport. The job requires good eyesight, hearing and smell. The duties of a railway dispatcher do not exclude physical exertion. The work of a railway transport dispatcher requires stress resistance, visual memory, logical thinking, coordination abilities, the ability to concentrate, the ability to generalize, the ability to plan and make decisions.

Personal qualities: diligence, developed sense of responsibility, readiness for communication and cooperation, independence, conscientiousness, accuracy and correctness, emotional stability, ability to learn.

A person trained in the traffic controller courses performs the following work duties:

  • organizes the reception, departure, passage of trains and other movement of railway vehicles on the main, receiving-sending and other tracks;
  • organizes the exchange of information related to the movement of trains and the preparation of documents and reports at the station (in his/her work area);
  • conducts pre-shift training of workers involved in railway traffic;
  • knows the requirements for safety in railway transport;
  • handles trains and maintenance of the road;
  • monitors and maintains compliance with safety precautions at the station.

Course program. Traffic Controller Courses online

1. Reception and transfer of the duty post (40 acad. hours)
1.1. Familiarization with the organization of work and the tasks of the upcoming shift
1.2. Undergoing advanced training on safety issues before the shift
1.3. Listening to shift workers’ presentations 
1.4. Notification of the duty officer
1.5. Clarification of the train traffic situation at border stations and regional stations and familiarization with the situation
1.6. Familiarization with the arrangement of railway rolling stock on receiving and other tracks
1.7. Checking the condition and operation of security and other devices to be serviced
1.8. Use of the traffic control system, warning program and information system
1.9. Checking the availability of established documentation on the movement of trains and viewing records
1.10. Familiarization with existing warnings and ensuring their issuance
1.11. Verification of the availability of established normative documents
1.12. Checking the availability and condition of prescribed equipment, tools, alarm devices and inventory
1.13. Reception and delivery of the watch at train acceptance or escort

2. Reception of trains (32 acad. hours)
2.1. Checking the condition and presence of seals with the help of control devices
2.2. Availability and verification of the right of access of the crew of a railway rolling stock to the railway infrastructure
2.3. Interruption of shunting operation
2.4. Monitoring and checking the condition of station gaps, turns, turning platforms, station tracks and traffic lights
2.5. Transmission of an alert to the railway vehicle driver
2.6. Receiving the train at the station according to the indications of the permissive signal
2.7. Receiving the train at the station on the prohibitive reading signal
2.8. Checking the arrival of the train in full composition, including the presence of a tail signal
2.9. Exchange of information on the movement of trains with regulators

3. Departure and passage of trains (12 acad. hours)
3.1. Checking the condition and presence of seals
3.2. Monitoring and checking the condition of station gaps, turns, turning platforms, station tracks and traffic lights
3.3. Interruption of shunting operation
3.4. Dispatch of the train according to the readings of the permissive signal
3.5. Sending a train between stations according to the indications of the prohibitory signal

4. Organization of maneuvering work (16 acad. hours)
4.1. Checking the condition and presence of seals
4.2. Verification of the right of departure of the crew of a railway rolling stock and its validity
4.3. Familiarization with the plan of maneuver work and giving the order to carry out maneuver work.
4.4. Assembly of freight trains according to the plan of assembly of freight trains, assembly of shunting cars according to the customer service plan
4.5. Maneuvering of rolling stock with special driving characteristics and boarding the train
4.6. Maneuvering according to the readings of the resolution signal
4.7. Maneuvering by prohibitory signal indication

5. Fastening of the railway vehicle with brake pads and removal of brake pads (4 acad. hours)
5.1. Organization of fastening of railway rolling stock with brake pads and collision with brake pads
5.2. Organization of removal of brake pads, dismantling of brake pads and placing them in a warehouse

6. Actions in the performance of work on the maintenance of the railway infrastructure (12 acad. hours)
6.1. Sending a work train between stations and receiving it at the station
6.2. Actions in case of disconnection of security devices from dependence and their transfer to dependence
6.3. Availability of a work permit for the master and verification of its validity
6.4. Actions during maintenance work on railway infrastructure that do not require track closure and equipment shutdown

7. Giving orders to employees related to railway traffic and train maintenance (12 acad. hours)
7.1. Blocking the road with blocking devices or ordering the blocking of the road
7.2. Issuance of a commercial inspection order
7.3. Registration and registration of an order for maintenance  
7.4. Giving the order to remove the turns
7.5. Giving orders and instructions to employees related to the repair and maintenance of the road, electricity supply, security equipment, reception and registration of telephone messages, requests from them

8. Actions in dangerous and non-standard situations (28 acad. hours)
8.1. Receiving, transmitting and acting on information in dangerous and non-standard situations
8.2. Actions in case of failure of safety devices
8.3. Actions in case of failure of all means of signaling and communication
8.4. Interruption of the operation of the installed SCDS device, switching to another means of controlling the movement of trains and restoring the operation of the installed SCDS device
